MBMO, LANTAWAN BASILAN – The Municipal Mayor, honorable Mayor Rustam M. Ismael issued his Budget Call for Fiscal Year (FY) 2019 through the issuance of Municipal Budget Memorandum No. 2018-01 dated June 18, 2018 to prescribe guidelines on preparation and submission of FY 2019 Annual General Fund Budget of all offices/departments.

This Budget Call for FY 2019 was issued primarily to prescribed guidelines to be observed by office/departments in the preparation of budget proposals consisted with the Local Budget Memorandum No. 77 dated May 15, 2018 issued by the Department of Budget and Management (DBM) central office, Municipal Annual Investment Plan (AIP) for FY 2019 and the Local Government Code of 1991 (R.A 7160).

This is to also inform all heads of office about the Internal Revenue Allotment (IRA) share of the municipal government of Lantawan for the budget year 2019 as indicated in Local Budget Memorandum (LBM) No. 77 dated May 15, 2018.

The Budget Call also indicates the spending ceiling of all sectoral services shall be limited to ten percent (10%) higher than the approved budget level of CY 2018. This allocation estimates was based on the income estimates specifically the IRA share of the municipality for FY 2019 budget preparation indicated in LBM No. 77, as issued.

This further specifically provides that in line with spending the corresponding appropriation of no less than twenty percent (20%) of IRA for development Projects as mandated under section 287 of R.A 7160 shall be utilized in accordance with the DILG-DBM JMC No. 2017-1 dated February 22, 2017.

All concerned LGU Leaders are enjoined to follow schedule as directed in the memorandum, particularly on the submission of budget proposals, it shall be submitted thru the Municipal Budget office for review and consolidation. Budget proposals will be deliberately discuss during the scheduled Technical Budget Hearing on September 10-14, 2018.
